Role Summary:
We are seeking a highly experienced Senior E&I Estimation Engineer to play a critical role in our tendering and project acquisition process. The ideal candidate will be responsible for preparing accurate and competitive cost estimates for complex Electrical & Instrumentation packages on oil and gas projects. This role requires a deep understanding of procurement, tender management, and contract compliance to ensure our proposals are both technically sound and commercially viable.
Key Responsibilities:
• Lead the end-to-end estimation process for major E&I tenders in the oil and gas sector, from initial review to final submission.
• Prepare comprehensive and detailed cost estimates, including materials, equipment, labor, subcontractors, overhead, and profit.
• Manage the entire proposal and bid process for E&I disciplines, ensuring timely and accurate completion of all tender documents.
• Perform technical evaluation of supplier and subcontractor quotations, driving the procurement strategy to secure competitive pricing and ensure technical compliance.
• Conduct thorough contract review to identify commercial risks, obligations, and compliance requirements with tender specifications, codes, and standards (e.g., NEC, FIDIC, company standards).
• Collaborate with engineering, project management, and procurement teams to develop optimal technical solutions and cost-saving strategies.
• Analyze project risks and opportunities, quantifying their potential impact on the overall estimate.
• Present estimates and proposals to senior management for review and approval.
• Maintain a database of cost data, historical quotes, and vendor information to improve the accuracy and efficiency of future estimates.
Required Qualifications & Experience:
• A minimum of 4 years of direct experience as an E&I Estimation Engineer.
• Proven track record of developing estimates for large-scale oil and gas projects (e.g., upstream, midstream, downstream, LNG, refining).
• Extensive hands-on experience in estimation, cost control, and tender management.
• Demonstrated experience in procurement processes, including vendor negotiation and technical bid analysis for E&I equipment and packages.
• Strong background in proposal and bid management, with the ability to structure compelling and compliant offers.
• Solid understanding of contract review principles and ensuring technical and commercial compliance.
• Bachelor’s degree in Electrical Engineering, Instrumentation Engineering, or a related field.
