Job Title: Specialist Engineer, Analyzer - Package IK

Main Responsibilities:
Ensure EPCC activities and technical documentation comply with contract requirements.
Survey design and engineering requirements of codes, specifications, standards, technical referential, Status of Requirements, and contract, ensuring compliance by EPCC Contractors.
Provide engineering expertise and support to the package engineering manager and team.
Ensure interfaces with process, other engineering disciplines, and project entities (PMT Engineering Core Team, Interface & Construction, Operation Departments) are addressed timely and properly engineered.
Act as the technical expert for the discipline in the package PMT organization.
Key Activities:

Follow, input, and review the engineering work, technical documentation, quotes, and deliverables issued by EPCC package Contractors, Vendors, Manufacturers, and Suppliers.
Review technical documentation and deliverables issued by other EPCC package Contractors involving interfaces/impacts with the package.
Ensure project deliverables, equipment, and facilities meet codes, specifications, standards, technical referential, Status of Requirements, contract, and local regulations.
Monitor and support EPCC package Contractors and third parties in their contract responsibilities.
Oversee design, engineering, procurement, and manufacturing of equipment and facilities to ensure compliance with all requirements.
Liaise, coordinate, and collaborate with other disciplines (process, engineering, quality, HSE, interface) within the EPCC package PMT.
Provide technical advice and inputs to other groups and disciplines within the EPCC package PMT.
Participate in project workshops and reviews (PI&D, HAZOP, value engineering, material selection, 3D model, criticality assessments, risk analyses, operating procedures, (pre)commissioning schedule and procedures).
Participate in project and shareholder internal and external general reviews and audits.
Investigate and respond to technical queries raised by Contractors, liaising with PMT ECT for additional expertise when required.
Investigate and evaluate requests for waiver/deviation/derogation, issue recommendations/conditions, and liaise with PMT ECT for resolution.
Support EPCC package Non-Conformity Resolution activities.
Support project Management of Change and Change of Scope activities.
Support the issuance of as-built technical documentation and deliverables.
Conduct site activities during project execution to support the design and engineering of equipment and facilities.
Provide feedback and advice to the engineering manager, issue reports and analyses.
Support the engineering manager in applying the project HSE plan and reporting activities.
Provide technical backup to other PMT EPCC instrumentation specialist engineers, and participate in the review of technical documentation issued by other EPCC package Contractors for analyzer-related matters.
Context and Environment:

Project: Joint venture between one of the leading petrochemical companies of Saudi Arabia.
Location: Jubail, Saudi Arabia.
Scope: Multi-EPCC packages, producing 3.5 MT/y of chemicals with significant CAPEX and manhours involved.
Qualifications:

Education:
Bachelor's degree in relevant engineering discipline.

Experience:
10+ years in refining/petrochemicals engineering.
Experience in large EPCC projects, especially in the Middle East.

Skills:
Knowledge of international and American codes (ISO, EN, NACE, API, ASME, IEC, NFPA).
Strong interpersonal, analytical, and communication skills.
Proficiency in English (additional proficiency in Arabic preferred).

Additional Skills:
General knowledge of construction and commissioning processes is advantageous.
Familiarity with is a plus.
