Job Description – HSE Officer (Power Plant Project)
Position Title: HSE Officer
Location: Jubail,Dammam,Alkhobar,Neom,Umluj,Yanbu
Reports To: HSE Manager / Project Manager
Role Purpose:

The HSE Officer will be responsible for ensuring a safe working environment at the power plant project by implementing Health, Safety, and Environmental policies, conducting inspections, monitoring site activities, and ensuring compliance with statutory regulations, company standards, and client requirements.

Key Responsibilities:

Implement and monitor HSE policies, procedures, and guidelines at the power plant construction site.

Conduct daily site inspections, identify hazards, and recommend corrective and preventive actions.

Ensure compliance with project HSE plan, risk assessments, and method statements.

Monitor high-risk activities (lifting, electrical works, hot works, confined spaces, working at heights).

Conduct toolbox talks, safety inductions, and awareness training for site personnel.

Maintain records of safety observations, incidents, near misses, and corrective actions.

Investigate accidents/incidents, prepare reports, and follow up on preventive measures.

Coordinate with site supervisors, subcontractors, and client HSE representatives.

Ensure proper use of PPE and compliance with safety regulations.

Support audits, drills, and emergency preparedness activities.

Qualifications & Experience:

Bachelor’s Degree / Diploma in Engineering, Safety, or related discipline.

Minimum 3–5 years of HSE experience in power plant or heavy industrial projects.

Strong knowledge of international HSE standards (OSHA, NFPA, ISO 14001, ISO 45001, etc.).

Familiar with hazard identification, risk assessment, and permit-to-work systems.

Good communication and reporting skills in English.

Certifications (Mandatory / Preferred):

NEBOSH IGC (mandatory).

OSHA / IOSH Managing Safely (preferred).

First Aid / Firefighting Training (advantage).
