Purpose Position:
Provides advisory and support services to MB Group operations on Company designated localities. On a mobile/ visiting basis, he monitors work-sites, the associated equipment/ vehicles/ substances, work practices, the suitability, provision and use of PPE, emergency equipment and the application/ maintenance of HSE procedures.
Responsibilities
• On a day to day basis the HSE Adviser liaises with company field management, supervisors and workforce,
• Maintains adequate contact with Client and Contractor personnel who operate within the area of operation.
• Provides assistance in the planning, execution and follow-up of emergency exercises, HSE inspections and audits.
• Maintains records of HSE training, emergency equipment, incidents and near misses and from time to time is involved in specific HSE projects.
• Advisory capacity, to assist in the investigation of incidents, near misses and HSE hazards.
• Maintains HSE support / advisory service to the operational line on Company locations.
• Monitors the HSE programs and their application within the areas of operation.
• Advises on planning, execution, follow-up & reporting of HSE inspections, audits and exercises.
• Maintains a follow-up record for the close-out of recommended corrective actions arising from incidents, near misses, HSE hazards alerts, inspections, audits and emergency exercises.
• Regularly attends operational line HSE meetings and Toolbox talks which occur coincidental with his scheduled visits to Company locations.
• Presents specific HSE topics at operational line HSE meetings in support of, but not in replacement of, presentations by line supervision.
• Ensures that all personal activities, including and out-with the above, are executed with full consideration to Company Policies.
HSE Responsibilities
• The inclusion of sound HSE considerations when providing support to the operational line.
• Promptly and professionally responding to all reports of unsafe conditions, unsafe activities, incidents and near misses which are observed or received from Company employees or third parties.
• Initiating prompt corrective action and advising line management or supervision accordingly with regard to unsafe/unhealthy procedures, methods, facilities, equipment and substances.
• Encouraging personal HSE awareness among individual Company employees, the collective workforce and any personnel contracted to, or visiting a Company location/ facility.
• Responding promptly and professionally to requests from the operational line with regard to assistance in the investigation of incidents, near misses and HSE hazards.
• Advising Company personnel and any other persons at risk, of any potential hazards arising from work activities which fall within his advisory role.
• Ensuring that Company personal protective clothing and equipment is suitably rated with consideration to the hazards involved.
• Monitoring safety and emergency equipment, whether portable or installed, to ensure said equipment is maintained by the line in a safe operable condition, and that such equipment is correctly used.
• Monitoring all facilities, tools and equipment, in use within the areas visited to ensure the later are maintained by the line in a safe operable condition.
• Attending Toolbox talks and participating in operational line HSE meetings at locations visited. The presentation of specific topics, at HSE meetings, upon invitation by line supervision shall be in support of, and not in replacement of, supervisory presentations.
• Assisting the line in regular inspections and audits at Company operations/ residential facilities.
• Providing advisory support for the follow-up and close-out of inspection and audit findings.
• Ensuring a record is maintained for the follow-up and close-out of recommended actions which arise from incidents, near misses, HSE hazards, inspections, audits and emergency exercises
• Guiding line supervisors to effectively fulfill their procedural responsibilities
• Regularly auditing site activities, maintenance, inspections, Permits to Work, etc. to ensure compliance with company standards.
• Provide a daily report of activities, issues and action progress to immediate Supervisor.
• To maintain and update the lifting register.
• He will be able to communicate in written and spoken English at company supervisory level, shall have the ability to conduct HSE audits and will have proven training ability in incident prevention.
1. Diploma in HSE or equivalent
2. NEBOSH IGC in Occupational Safety & Health
3. 3-years experience as a full-time HSE Adviser or HSE manger in Oil & Gas
