Qualifications:

Bachelor of Engineering, preferably in Mechanical.
Minimum 20 years of experience in Oil & Gas / Petrochemical industries.
At least 5 years of experience in a similar role within the Middle East.

Experience & Background:

Mechanical maintenance, shutdowns & turnarounds.
Manpower planning and scaffolding.
Strong background in estimating mechanical maintenance projects, brownfield operations, and delivering accurate cost proposals.

Key Responsibilities:

Build, implement, and manage a robust estimating system, procedures, and team to deliver accurate cost estimates.
Lead preparation and submission of technical and commercial proposals per company policies.
Develop and maintain estimation standards, norms, and required forms.
Maintain an updated database for labor, equipment, material, and subcontract rates.
Identify competitive advantages and risk mitigation measures to support winning strategies.
Lead Bid/No-Bid decisions and ensure timely submissions.
Verify direct and indirect cost estimates, review work complexities, and align with service verticals.
Participate in technical and commercial negotiations with clients.

Provide project scope briefings during kick-off meetings.

Ensure compliance with insurance requirements, company policies, and procedures.
Challenge execution teams on manpower and productivity levels.
Present selected bids to management and board.
Submit monthly reports to COO, including win/loss ratios.

Ideal Candidate:

Recent experience as Estimating Manager or Estimation Lead (Senior).
Proven track record in brownfield maintenance projects, mechanical maintenance packages, shutdowns, and turnarounds.
