Engineering Manager Summary

The purpose of a Civil Engineering Manager is to plan, manage and coordinate civil engineering projects. This includes overseeing the design, construction, and maintenance of roads, bridges, pipelines, water systems, and other infrastructure projects. The Civil Engineering Manager must ensure that all projects adhere to local, state, and federal regulations, guidelines, and standards. They must also ensure that projects are completed on time and within budget. The Civil Engineering Manager must also be able to effectively communicate with other stakeholders in the project, such as clients, contractors, and government representatives.
The successful candidate will be a self-starter with a passion for engineering and a strong commitment to safety and quality. Responsibilities include managing projects from concept to completion, ensuring that project objectives are met and that all applicable codes and regulations are adhered to, as well as leading and managing a team of civil engineers and project personnel.

Civil Engineering Manager Duties

• Plan, develop and supervise civil engineering projects
• Ensure projects meet quality standards and are completed on time and within budget.
• Evaluate the performance of civil engineering staff and provide guidance and technical advice.
• Monitor industry trends and developments and recommend changes to improve processes and services.
• Assists in the mentoring of junior level project managers as a part of a development initiative.
• Oversee and directs the administrative support functions and activities of the Engineering Division, including the geographic information system, permit issuance, and grant management.
• Selects, motivates, and evaluates staff; prepares performance evaluations; works with staff to correct deficiencies; implements discipline and termination procedures. Encourages and fosters cooperative working relations within assigned staff.
• Assesses and monitors the workload of assigned personnel to ensure the efficiency and effectiveness of service delivery. Recommend and implement technical training.
• Manages the planning, scheduling, and coordinating project engineering work, reviewing and approving construction plans and supporting calculations, and ensuring project compliance with all codes and ordinances and established engineering standards.
• Monitor the progress of the Design submittals and against agreed time schedules.
• Study project contract documents (schedule, project design drawings, BOQ, etc.).
• Develop scopes of work and project requirement packages for new projects including working with stakeholders to determine the requirements of the project and liaise with the business and technical experts to develop project strategy and solutions for these requirements.
• Develops comprehensive work schedules and manages project execution to the schedule.
• Prepares design plans, specifications, and bid documents, holds bid conferences, evaluates bids, makes bid award recommendations, and reviews contractor pay requests.
• Manages and performs a variety of technical and contract administration tasks relative to assigned projects.
• Develop plans and specifications, monitors project activity, work schedules, prepares change orders/contract amendments, and monitors contractual compliance.
• Performs complex civil engineering drafting design work, calculates construction quantities, and prepares engineering and construction estimates
• Determines applicable codes, regulations, and requirements for assigned projects
• Develops, prepares, and coordinates engineering plans and specifications.
• Review Design Change Proposals and variation Orders.
• Participate in defining and implementing corrective actions where deficiencies are detected.
• Coordinate with other trades to solve any conflict between various Engineering disciplines.
• Attend meetings as required, prepare MOMs where applicable and follow up on actions
• Review and Study or RFI’s raised by Project Managers/Contractor
• Coordinates require advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
• Creates and delivers presentations on program or project goals and plans, including status reports.
• Performs end‐to‐end program or project management, demonstrating ownership of the entire process from beginning to end.
• Develops and implements program and project level processes, procedures, and performance metrics.

Civil Engineering Manager Requirements
• Bachelor’s degree in civil engineering or related field
• At least five years of relevant experience
• Strong project management and problem-solving skills
• Excellent communication and interpersonal skills
• Ability to work with a wide range of staff
• Very good knowledge of international/local codes and local codes.
• Very good knowledge of Design standards and standard manuals depending on the trade (Arch, Structure, or MEP).
• Good experience in Value engineering projects.
• Good experience in Design/ consultancy background (partial).
• Experience in Residential and mixed-use projects (malls…etc) is a must.
• Excellent Use of Microsoft Office.
• Very Good use of Auto Cad, Revit, and BIM.

Civil Engineering Manager Skills
• Thorough knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting; considerable knowledge of applicable City policies, laws, and regulations affecting Division activities.
• Comprehensive knowledge of generally accepted construction standards and construction methods, materials, techniques, phases, design, practices, and procedures.
• Knowledge of the principles and practices of civil engineering and its application to municipal public works and construction.
• Substantial knowledge of City and department operations, policies, and procedures.
• Management skills necessary to effectively manage the work of assigned staff and outside contractors.
• Knowledge of complex design and drafting methods, software, and equipment
• Interpersonal and communication skills necessary to tactfully enforce contractor's compliance with plans and specifications, while maintaining satisfactory relationships with contractors and their employees, as well as to interact tactfully and effectively with the general public.
• Ability to conduct necessary engineering research and compile comprehensive reports.
